School Finance Update

This week, the Kansas Supreme Court formally approved a school finance bill that was developed and passed during a Special Session of the Kansas Legislature on June 23-24. The Court was satisfied that the new bill, which added approximately $38 million from various sources, provides a constitutionally sound school finance system specific to equalization. Governor Brownback signed the bill into law on Monday, June 27, and the Court's review took place within 24 hours. Most importantly, the total of these collaborative efforts of all parties involved avoids a disruption of the 2016-17 school calendar. With the equity component of ongoing school finance litigation resolved, attorneys for the state and plaintiff school districts will focus their attention on the much larger issue of whether or not the Legislature is adequately funding schools as obligated by the Kansas Constitution. Oral arguments specific to the adequacy issue are anticipated to take place this Fall.

May 4 will remain as a Late Start Day to ensure wrap-up of all state assessment grading compliance and allow for pre-scheduled professional development opportunities.
